  • The Honorable Harold Mitchell, Member South Carolina House of Representatives

    The Honorable Harold Mitchell of Spartanburg, South Carolina, is a lifelong resident of his community. He was born in Spartanburg as the 1st of three sons of SGT. Harold Mitchell and Margaret V. Mitchell. In 1988 he married Wanda Dawkins and three children Elizabeth, David and Hannah have been created from this union. Harold attended Spartanburg High School and played football at SC STATE, and USC. He spent years recovering from a still undiagnosed illness that led to his inquiries about the IMC Fertilizer plant that occupied a large lot immediately across the street from the Mitchell family home on 505 North Street in the Arkwright Neighborhood. The record of Representative Mitchell’s achievement in the creation of the ReGenesis Project are well established in the work of the Environmental Justice, Environmental movements, and in that of the Environmental Protection Agency. Achievement within these arenas and in related areas, are reflected in the numerous awards and recognitions he has received. Among these are:

    • 2013-2014 Chair of the SC Legislative Black Caucus. Interim Executive Director of the Upstate Housing Partnership;

    • Executive Director of the Upstate Housing Partnership the only nonprofit developer of quality affordable housing in South Carolina’s Upstate Region

    • 2010 Presented in the 1st White House Forum on Environmental Justice as the model for the Inter Agency Working Group on Environmental Justice with the Obama Cabinet;

    • 2009- Present Member of the Clinton Global Initiative;

    • 2009 1st Democrat and African American Legislator to receive the Home Builders Association Hammer and Trowel Award, its highest award for public officials;

    • 2008 SC State Housing Finance and Development Authority Legislator of the year Housing Achievement Award; 2008 Department of Natural Resources SC Environmental Awareness Award;

    • 2007 Testified in the 1st United States Senate Hearing on Environmental Justice held by Hillary Rodam Clinton;

    • 2007 Legislator of the year for the Affordable Housing Coalition;

    • 2007 established the global class room and teacher study program in South Africa. 2008 Established a school in eldoret Kenya for orphans of parents who died of aids


    • 2000 Trail Blazer Award from the Southern Organizing Committee, Chaired by Rev. Fred Shuttlesworth;

    • 2000 Environmental Protection Agency Region 4 Environmental Merit Award; 2002 Ford Foundation Leadership for a Changing World Award;

    • 2002 National Citizens Excellence Award from the United States Environmental Protection Agency;

    • 2000-2005 Former member of the National Environmental Justice Advisory Council, a FACA of EPA where I served on the Executive Committee and the Waste and Facility Subcommittee;

    • 2002 Delegate for the United Nations Conference on Sustainability in Johannesburg South Africa;

    • Sponsored Legislation:

    o Established the SC Housing Commission where he serves as chair for the House;

    o Local housing Trust Fund; Tax Increment Financing for Affordable Housing;

    o Low Income Housing Tax Credits for Affordable Housing;

    o 1st Environmental Justice Bill to pass in SC; Electronic Prescription Drugs;

    o Human Trafficking Bill;

    o Juneteenth Celebration of Freedom Day.

    • 1998 Founder of Regenesis, a nonprofit National model for the Inter agency Working Group on Environmental Justice. The Regenesis project has leveraged over $250 Million Dollars in Revitalization, Clean Up, Housing, Federally Qualified Health Center, Job Training Initiatives, Road and Infrastructure.
